This article highlights how digital transformation is being used as a strategic instrument to reduce information poverty in Vietnam’s mountainous and remote regions. Through targeted investments in digital infrastructure, education, and skills development, communities that were previously excluded from knowledge networks are gaining access to learning opportunities, public services, and economic participation.
The initiative focuses strongly on schools and education systems, where internet connectivity, digital learning platforms, and smart classrooms enable students in disadvantaged regions to access foreign languages, STEM education, and digital competencies. Teachers are supported through digital training, while community-based programmes help local populations use smartphones, access online information, engage with public services, and participate in digital markets.
Beyond education, digital inclusion is framed as a structural development tool: improving access to agricultural knowledge, healthcare information, administrative services, and economic opportunities. The overall approach positions digital transformation not as a technological upgrade alone, but as a socio-economic development strategy aimed at long-term poverty reduction and regional equality.
From an international perspective, these developments align with global efforts to promote digital inclusion in rural and underserved regions. However, Vietnam stands out in the coherence of its national strategy, the scale of implementation, and the integration of digital transformation into broader poverty reduction and education policies. The combination of central coordination, infrastructure development, skills training, and community-level implementation places Vietnam among the more advanced and systematic approaches globally in using digitalisation to reduce information inequality in rural areas.
This case illustrates how digital transformation, when embedded in coordinated public policy and education systems, can become a powerful structural lever for inclusive development – not only improving connectivity, but reshaping access to opportunity itself.
